3.4 Finish. All exposed metal parts shall be cleaned and free of dirt, oil, grease, and moisture before applying the finish. All surfaces except aluminum reflecting surfaces, shall be covered completely with one or more coats of powder coat paint. Surface colors shall be either black, beige, brown, or gray, as specified (see 7.2). All painted surfaces shall be free from tears, star marks, crazing, blisters, hairlines, chipping, pinholes, and other irregularities or defects.
3.5 Nameplate. Unless otherwise specified, a nameplate meeting the requirements of UL 153 shall be securely attached to the desk light in an inconspicuous location.
3.6 Workmanship. The desk lights shall be free from defects which detract from the appearance or which might impair the serviceability.
3.7 Metric products. Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, providing they fall within tolerances specified and all other requirements of this document are met. If a product is manufactured to metric dimensions and those dimensions exceed the tolerances specified in the inch-pound units, a request should be made to the contracting officer to determine if the product is acceptable.
3.8 Standard commercial product. The desk light shall, as a minimum, be in accordance with the requirements of this CID and shall be the manufacturer’s standard commercial product. A standard commercial offered for sale on the commercial market through advertisements, manufacturer’s catalogs, or brochures, and represents the latest production model.
4. REGULATORY REQUIREMENTS
4.1 Recovered materials. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR).
5. QUALITY ASSURANCE PROVISIONS
5.1 Contractor certification. The contractor shall certify and maintain substantiating evidence that the product offered meets the salient characteristics of this Commercial Item Description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices, and is the same product sold in the commercial marketplace. The government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
5.2 Responsibility for Inspection. Unless otherwise specified in the contract or purchase order, the supplier is responsible for the
